Grass Cutting in Settrington for the 2022 Season – Tenders Invited …

The Parish Council wishes to engage the services of a Contractor, to cut Beckside vegetation and grass verges, etc. in Settrington village.

The grass and vegetation within the boundaries of the village needing managing, as shown on the attached map, can broadly be categorised as:
– the typical village, relatively narrow grass verges alongside roads, pavements, footpaths and at the base of hedges and garden walls (some of these areas adjacent to their properties are kept tidy by residents)
– the Beckside Village Green area, mainly adjacent to the beck (again, some of this area adjacent to their properties, is mown by residents)
– about 1 km of historical, broad grass verges.

In addition to the ‘typical’ work scope above, the road safety sight-lines at the various road junctions within the village boundaries and the visibility of the ford depth gauges need to be maintained throughout the season.

This area is ecologically sensitive and must be mown with attention given to seasonal fauna and flora considerations/priorities.
Much of this terrain is ‘rough’, and some of it is boggy and suited only for ‘wetland’ ecological preservation purposes.

Broad Grass Verges:
Only a road-flanking width of some 1.5m (‘a single breed’) of the Back Lane and Town Street broad verges is cut routinely during the season.
The full width of the broad verges is mown only once, at the end of the season.

These verges are not planned to be part of the contract’s work scope as they are intended to be mown by a local farmer.

Invitation to Tender

Tenders are invited for a price per ‘Visit’ to mow the grass/vegetation of the Beckside, the Cock Garth play area and sight lines, etc.; as shown in Red, or with red spots, on the Attached map.
The number of ‘Visits’ in the season will be defined by the availability of budgeted funds, but with an anticipated minimum of 3-4.
Each ‘Visit’ will be ‘called off’ by the parish council’s nominated representative.

In addition to tendering a price per ‘Visit’, tenderers should also submit individual unit prices for the additional, on instruction, mowing of the following areas on the map:
– Orange Area A: a single breed (1.5m) of the east side of Forkers Lane from the village sign
  to the Church Lane junction
– Blue Area B: a single breed of both sides of Church Lane
– Green Area C: the full width of both sides of New Road
– Black Area D: a single breed of the wide grass verges of Back Lane and Town Street

All the above mowing should, in the relevant season, avoid daffodils, wild flowers, and weeds which need to mature before being sprayed by others.

The Contractor may present an invoice after each ‘Visit’.

The Contractor will be required to effect and maintain Policies* of insurance in respect of any liability which may arise, and indemnify the Parish Council against all losses, claims, demands, proceedings, damages, costs, charges and expenses which may arise. (* £5m Public Liability & £10m Employer’s Liability)

Copies of the Policy documents and summaries of the terms of the Policies should be presented with the Tender, along with:

  • Risk Assessments for each of the operations
  • A list of the machinery that will used to execute the work
  • An acknowledgement of the Parish Council’s environmental, ecological and wildlife standards (as presented in Settrington’s ‘Village Design Statement’ on the village website) and a statement of Contractor’s intent to comply accordingly
  • A description of similar works previously undertaken, with references.

All Tenderers will be expected to request a site visit hosted by a Parish Council representative prior to tendering.

The Parish Council is not committed to accepting the lowest cost Tender, or to give de-briefing reasons for its choice of Contractor.

This Invitation to Tender shall form the basis for the eventual Contract.

The Parish Council may elect to retain the services of the contractor(s) for a second annual season at mutually acceptable rates.
