DRAFT Minutes of Planning Application Meeting held at the Village Hall on Wednesday 9 June 2021 at 6.30 p.m.

    Members present unanimously RESOLVED that the Council approved JH and PS’s reasons for absence from the meeting

2. Minutes of Previous Meeting: PC Meeting 5 May 2021
Members present who had attended that meeting unanimously RESOLVED to accept ‘as read’ the minutes of the Parish Council Meeting of 5 May 2021.

3. Purpose of Meeting
1. To consider amended Listed Building Consent Application 21/00434/LBC, viz: Internal and external alterations to existing domestic garage to form home office and bathroom to include the installation of timber framed glazing to south east elevation with new double doors, installation of 2no. rooflights to north east slope and 2no. rooflights to south west slope at Brook Farm, Back Lane, and to agree any ‘Observations’ to be made to RDC Planning.

2. To consider Notice to Fell Trees in a Conservation Area 21/00798/CAT, viz: To fell a Willow Tree at ‘Land Off Chapel Road’ Settrington, and to agree any ‘Observations’ to be made to RDC Planning.

3. To consider Notice to Fell Trees in a Conservation Area 21/00799/CAT, viz: To fell 21 Norway Spruce trees at 9 Town Street, and to agree any ‘Observations’ to be made to RDC Planning.

4. To consider Notice to Fell Trees in a Conservation Area 21/00800/CAT, viz: To remove 12 Leylandii hedge plants at 8 Town Street, and to agree any ‘Observations’ to be made to RDC Planning.

4. Outcome of the Meeting:

1. Amended Listed Building Consent Application 21/00434/LBC, viz: Internal and external alterations to existing domestic garage to form home office and bathroom to include the installation of timber framed glazing to south east elevation with new double doors, installation of 2no. rooflights to north east slope and 2no. rooflights to south west slope at Brook Farm, Back Lane:

After discussion, the meeting RESOLVED that it had the following ‘Observations’ to make regarding this Application:

a) The neighbours’ privacy concern regarding the roof lights on the property’s NE elevation needs to be resolved

b) Given the stated intended occasional use of the property as habitable accommodation, the proximity of the neighbours’ oil tank to the property is a Regulation/safety issue.

c) The Parish Council would prefer that the property is not used as habitable accommodation,

and to advise Ryedale District Council accordingly.

2. Notice to Fell Trees in a Conservation Area 21/00798/CAT, viz: To fell a Willow Tree at ‘Land Off Chapel Road’ Settrington: After discussion, the meeting RESOLVED that it had no ‘Observations’ to make regarding this Application, and to advise Ryedale District Council accordingly.

3. Notice to Fell Trees in a Conservation Area 21/00799/CAT, viz: To fell 21 Norway Spruce trees at 9 Town Street: After discussion, the meeting RESOLVED that it had no objection to the felling of most of the 21 Norway Spruce trees, but suggested that some 10-20% of them be retained as features of the replanned garden, and to advise Ryedale District Council accordingly

4. Notice to Fell Trees in a Conservation Area 21/00800/CAT, viz: To remove 12 Leylandii hedge plants at 8 Town Street: After discussion, the meeting RESOLVED that it had no ‘Observations’ to make regarding this Application, and to advise Ryedale District Council accordingly
